Tyre wear in Britain GP

Britain GP, 1.1mm water 30’ before race. Setup tests with inters shows 20% tyre wear.
During race, 2mm wet conditions. Inters degrade at 15-10%. Is this intended? I’ve set the pit stop after 4 laps to not have tyres completely go to …, yet the winner (+ a bunch more others) had a single pit stop over a 12 lap race, with even 7 laps on a stint of inters.
How does this make any sense? What’s the point of those numbers in setup laps if they’re not real?

Based on experience, the higher the water level on the track, the less tire wear there is. But it's possible that's not quite the case :)
