Need More Staff

Could you add more 20 Talent staff or edit the ones that are there. Lots of people on the market but none of them of any use as the highest is 4.5 rating as their talent is 19.

Something is just not right with staff ratings

19 Talent with 20 Experience & 20 Morale = 4.5 stars & level 19
18 Talent with 17 Experience & 16 Morale = 4.5 stars & level 18
16 Talent with 20 Experience & 18 Morale = 4.5 stars & level 18
8 Talent with 20 Experience & 14 Morale = 2.5 stars & level 11
3 Talent with 12 Experience & 12 Morale = 1.5 stars & level 7
3 Talent with 15 Experience & 7 Morale = 1 star & level 4

Lose 1% research power because have to sign 4.5 CD's

High levels are finding it hard to find 5 star staff and low levels are seeing things like this:

Level 20 seeing this:

lvl 9, 10, 11 = 2.5 (level 11 should be 3 star rating)
lvl 12, 13, = 3 (level 13 should be 3.5)
lvl 14, 15, = 3.5 (level 15 should be 4)
lvl 16, 17, = 4 (level 17 should be 4.5)
lvl 18, 19 = 4.5 (level 19 should be 5)
lvl 20 = 5
