League Race Time

Every time I make a change to my league, the race time resets to an hour earlier than it was,
this is something that has become, let's say more than annoying.

when I go to change the time back,
it just WILL NOT SET.
if I set it for 18:30, and then save..
go to league, race time is still set for 17:30

Can someone please fix this problem!!!!!!!!
