Doesn't seem to make sense that cars in the process of being lapped can deploy KERS to hold onto the position.

Can cars being lapped be prohibited from using KERS?

EH? A car being lapped in F1 uses his KERS to stay ahead of the leader. I don't think so. There's blue flags for a reason. Cars being lapped should get out of the way, not battle with a car who is a whole lap ahead of them.

i do beleive in f1 that as long as you are within 1 sec of the car in front you will be able to use kers regardless or position or lapped

They wouldn't. Lapped cars get 3 blue flags to get out of the way of a car lapping them. Using KERS to hold up a driver who is lapping you simply doesn't happen.
