For a new player, Simulator,Technology and Youth Academy are unavailable but there's no explanation why nor any indication of which level you need to be to unlock them.
Suggest either adding text or mouseover "Available at manager level x" etc
I've tried 3 different browsers, cleared cache and stuck my nose up to the screen. I'm not seeing either the faint grey or the red text. I can see the grey in your before screenshot clearly enough though.
I looked into it, and it was being hidden when a construction project was ongoing. I saw no point in this, so removed the code. You should see them now.
I don't know if this solved a glitch on my account that i only noticed earlier, but i couldn't upgrade tech, simulator, or youth academy (despite being level 9 manager) but now i can for some reason. I checked earlier this morning and i couldn't, and now i can and nothing had changed.
