Just noticed in this account, although I'm level 8, Youth Academy isn't available until I reach level 7. As I am already past this, it seems somewhat strange. (It's not a problem, I have better things to spend my money and tokens on than rushing to update facilities, but it seems somewhat buggy, and as most people are inexplicably running short of money, it suggests they'd want to push to upgrade at this point already.)
