From the rules:
Scouting - Starts at 0. Increases by 40XP per race that you attend. Scouting enables you to hire higher level staff and drivers. It increases at an identical rate for all teams, and the more often you race the faster you will level up.
Development - Starts at 0. Increases by 40XP per race that you attend. Development enables you to build better facilities, which in turn generates many other benefits. It increases at an identical rate for all teams, and the more often you race the faster you will level up.
This should mean that the values are the same. Mine are not. Why?
