How does the game system works when Giving Race objective to a Team?

I thought it takes your previous race result, for example if you finished 6th in the last race, next race your race objective will be 6th or above but In my case this season i'm finishing below 20th and my race objective is 13th or above, I'm the lowest level manager in our league, Unrealistic race objective really hurting my team progress as i'm losing money,

It seems to be a combination of your level and other team stats and/or reputation in comparison to the other teams in your league and your result(s) of the last race(s). I suppose a dev needs to answer to know for sure, but perhaps it was already and someone remembers.
