Pro tier started the race earlier than Elite tier so Lap 26 of Pro tier it had less water than Elite toer on lap 25.Thats my only explanation

he said rain started on lap 7 in Elite and lap 22 in pro. races finished same time, he was racing in both tiers.

They would be running on differently servers, the best explanation I have is that the servers were collecting weather data at different intervals from the weather station. That would produce exactly what was shown here.

rookie and elite seem to have been equal, it's just pro found a hole in the clouds for the sunshine to last longer.

In the past when the weather was out it was just by 2 or 3 seconds not 15 laps

The weather is synced every 15 minutes, so it could happen if it missed a sync or is running slightly offset.
