Can i just send or recive drivers of someone or they always must be sell on the transfer list?

They don't have to be visible on the transfer list but you can't just send them to another manager.
Manager 1 (who wants to receive the driver) shortlists them
Manager 2 (who no longer needs the driver) sells the driver (not auction)
Manager 1 views the driver using the shortlist link he can buy for a signing fee and three tokens before anyone else gets to see the driver is available on the market.
Warning. I've used this to transfer drivers between accounts and when they move their wages get silly. In my case I moved a YDA driver to another team for training and his salary doubled.

How do you go about and add people to your shortlist if they are not on the transfer list yet? The only way that I know of how to add people to short list is by seeing them in the transfer list and once in three viewing the person can add to short list.
Also is there a way to search of people? Like if you find someone in the marketplace how do you add them to your shortlist or go about purchasing them to add to you team? The links that I see just show you there stats, attrtibutes, etc no way to go about adding to shortlist or buying them.

Any driver or staff has that three dots icon on the top left. Click that and then on + shortlist (green). Click home > shortlist tab to see anyone you've shortlisted. To remove them again click the top left icon and then on - shortlist (red).

To find someone apart from the transfer list you can only look through the active staff of other managers (if they fire them you get a mail if you shortlist someone interesting) or watch this marketplace forum.

If you are transferring between two managers...
First the manager selling the staff sends a mail message to the manager buying the staff with a link to the driver...
e,g, https://igpmanager.com/app/d=driver&id=725179
This link allows the buying manager to view the driver and add to the shortlist.
Then the selling manager sells the driver
Then the buying manager uses the shortlist to view and buy the driver
Simples :-)

Thanks Kevin and Daniel do appreciate it a bunch I think it is starting to make more and more sense. Love the sim and game just trying to figure everything out and right now getting my butt kicked on the course and cannot seem to do that good at all. So figured would look for better drivers and staff to help possibly.

Donnie. I know it is difficult to be patient but you have only competed in 20 races so will be levelling up quite quickly at the moment. It might be a good idea to wait until you are not levelling up so quickly before hiring bettter drivers and staff otherwise you could find yourself in a position where your "better" level 5 staff are only 4 star because you have levelled up to well beyond their fixed level and you haven't got enough money to keep replacing them.
I haven't created a new account in this version of the game, maybe one of the experienced managers who have started a new account will advise you the best level to begin scouting for better drivers and staff.

Per me its Level 9 if u are not in hurry to be in Elite, I took my 5 season to reach to elite (after this season) and I seriously started hunting for better one after reaching level12, which I say was bit late else could had qualified for elite by 4th season.

Donnie. Drivers you can train to a higher level than your manager level but you can't train talent so be careful to purchase drivers with maximum possible talent and then train Physical first to reduce weight to minimum.
In my experience the level of staff remains constant. If you get a L6 staff when you are Manager L6, they will be 5 star. However their star rating and effectiveness will reduce as you level up because they remain at L6 but their star rating is relative to your manager level.
I hope this makes sense.
