I have seen this before when dealing with backmarkers, but yesterday at Monaco it was CRAZYYY.

Backmarkers without regard to human life compete with the cars lapping them using KERS. This is stupid.

Yes, it is. I raised the problem myself, also at Monaco. I wasn't given an answer. It's totaly unrealistic, they would have all be given drive through penalties if they would have done this in real racing.

I can understand that passing backmarkers at Monaco is difficult and more time consuming than in other tracks and that is pretty clear in this game too...So I thought if I used KERS bursts I could pass them easily, but then as I was trying to go past, the backmarkers also hit KERS and stayed infront blocking me for couple of more sectors.

This is a major, major bug!

Backmarkers shouldn't fight a lap ahead car, that's for sure. When they activate KERS, it's clearly an act of bad behavior and rules infringement.

But it happens in real life too. Damon Hill noted in his journal in 1995 that he doesn't understand some backmarkers who, when at the point of being lapped, ferociously fight the faster car, just to get some attention.

This is on the list to sort.  It'll be fixed in the next minor update, i.e. within then next few days.
