Level 18 can hire lvl 19 & 20 staff. I know this from Rednote.
But this I wasn't expecting, level 15 hiring level 16!

lol to a level 16 manager is is most likely only 4.5 stars
But it kind of points out my theory of 4.5 staff with equal talent to you're level or higher as there is a few, once they reach 53yrs old they will become 5 star.
Experience alone we know is worth a full star. 12exp is half a star and 20 is the other half.
Age must work in the same way. 53 is a half star and 65 is the other half, then it retirement shortly after.
Need do more experimenting to see if one of them 18 talent, level 15 staff members can chance to level 19 after time, as it seems to affect levels and not just stars.
