Can't Build Youth Academy

I want to build a young drivers academy however beneath it it says "Available at level 7" with no option to build it. My team however is at level 15 so I should be able to build it.

I believe this is due to the fact that my team had not built an academy before the switch to the new iGP and when the changed happened I was already over the level to unlock. I only just noticed so maybe i'm wrong.

I've just turned l7 and I cannot build it either so it is not because of switch between versions

At lvl 10 I am experiencing the exact same thing as Dean Gibson. Can something be done?

You can only develop one facility at a time. If any other facility is being developed you will not be able to access or begin development on any undeveloped facilities, in this case, your Youth Academy.
