I can't help but notice that there is a KG symbol beside the finish time. What does this mean?

It should be "ballast" (if you mouse over the kg it shows how much) because teams are too high a level for that tier.

I see all the rookie level drivers in your league have it which seems a bit weird, was promotion turned off?
