training with a 5 star doctor costs 10 health to my drivers, 1 star doctor was 14. It has some utility in my opinion

Yes, the doctor has some use in training drivers. But once they're done, or in the cap, the doctor is the best choice to safe some money and thus those manager wants the cheapest one they can find.
