Upgrading Hospitality does nothing

Just went from level 17 to level 18 in offices and hospitality and it clearly says:
minimum staff morale: 18
Yet my TD and Doctor are still level 17 morale!

DO I have to wait or is this a problem with the game's logic atm? Will it ever be fixed?
Also wanted to ask if morale even makes a difference, because as far as I know we only use morale to increase our Staff's level which I can't do at all now...

After the next race they will have 18, doesn't do anything instantly.

Morale effects the attitude, satisfaction, and overall outlook of employees during their time in a workplace, it is one of the corner stones of business. It could in theory have an impact on wages, happy workers would be willing to work for less, and staff with high morale would be less likely to accept a contract from other parties in times of hardship.

But we can't go to another team and offer their staff a contract at the end of the season, staff's morale doesn't increase or decrease with performances, so it's just there for show, And something extra for you to spend you cash on.

Hospitality building does boost staff morale, but not drivers'.

Apart from that, I like to think better morale at least means my staff enjoy the HQ's canteen food better.

I thought it'll increase staff levels too. But I have a no star, level 1, off-the-back-alley-and-probably-with-no-proper-certificate-or-degree doctor who gets paid 50k a race, with 15 morale (same as my hospitality level). So I wonder.

So morale might literally be useless then? Hopefully it'll get updated soon because I wasted A LOT OF MONEY on upgrading O&H!
