Open/Global leagues

Intruduce open/global (or whatever name you find siutable) leagues in the game.

Open/global leagues features:

1. Open leagues have no player host.

2. Open leagues races start every hour in different formats.

Example:
- 20:00 4 leagues start - 100% x 1.0; 100% x 1.5; 50% x 1.0; 50% x 1.5;
- 21:00 4 leagues start - 100% x 1.0; 100% x 1.5; 50% x 1.0; 50% x 1.5;
Total number of open leagues to cover 24 hour will be 96;

3. Open/global league structure :

Tier 1

Tier 2.1 Tier 2.2

Tier 3.1 Tier 3.2 Tier 3.3 Tier 3.4

T4.1 T4.2 T4..3 T4.4 T4.5 T4.6 T4.7 T4.8

ect.

The structure expand/shrink depending players joining/leaving/relegating.

Example:

first day 20 players join. The structure will be:

Tier 1 (20)

second day 30 player join. The structure will be:

Tier 1 (32)

Tier 2.1 (9) Tier 2.2 (9)

4. Promotion, relegation for above example:
-top 4 form 2.1 and top 4 from 2.2 promoted to 1. Bottom 8 from 1 relegated to 2.1(4 teams) and 2.2 (4 teams).

5. No new design penalties, weights penalties and max design restriction.on promotion / relegation.

6. If a team is relegated from the bottom of the league the team can rejoin the same league without new design penalties. If that team join another open league the team lose all new design points.

7. Joining always from the bottom tier. Joining always with the basic car (new design basic car) except rule 6.

8. If a team leave an open league (leaving the league not by relegation but by choice) that team cannot rejoin the same open league unless complete one full season in another open league. The team loses all new design points, cannot produce design points and cannot scout untill one full season is complete - will race with basic car untill complete one full season (from Australia to UAE).

9. The above rules are about teams joining/leaving open leagues. If a team leave private league and joins open league the team should be affected by the rules of open leagues (first time join / relegated then rejoin / leave then join another). Alternarively a team leaving open league and joining private league should be affected by private leagues rules.

The devs have often said they will eventually implement "casual races" which I assume could be done at any time against managers from anywhere. I'm not sure of the specifics, though.

Casual races will be very good feature.
When I created account here I wanted to race - I mean imediately ;].
I looked the menu and could not find where to race.
Then figured out to race I must be in league.
So I joined the first league I saw - did the practice laps then saw race is after 2 days lol.
Decided to prepare good if races are so rare ;]. Replace the retiring pilot with a 4 talent pilot from the market, replace all staff with 4,5 stars read joe giudes and observe many races in Australia to see how tires perform. I wanted to do my best to get in the points.
But when the race started I quickly pulled ahead and despite the ruined planned strategy (put 17 liters and not 17 laps in the first pit stop) I won easily. Because all were inactive.....And so first season finished all wins 1,2 and pracitce races.
At this point I think I will play second season without attending races (except Australia where I will test soft vs hard ;] )then put team of league and develop biuldings and drivers and generaly not play the game just level up things, probaly quit and if somethimes I want to play do casual race.

Well, that is the solution! Jack intends to add casual racing but there are more important projects in development currently.
