league switching penalty reprieve

I like the idea of kicking inactive players. Now I'm stuck in a league with only a few players, and if I switch leagues I get penalized. A reprieve from penalties would be nice while we try to find active leagues.

Yes, I believe that's something that needs to be improved or re-done. A couple of days ago, some members of my league suddenly left the league, leaving each tier with maybe 2-4 players, which makes the game not funny and unplayable.

Maybe we just should allow leaving a league when a season is over.
