I was thinking: maybe there can be a way to merge two leagues.
I'll explain: there a lot of inactive players, and if you manage to eliminate the inactive ones you can end up with an empty league with few guys still active and with promotion/relegation disabled (in my league, for example, the Pro have the promotion disabled so, even if someone would join he would not find it interesting). But, if there was a way to join my league with another one, provided that the total number of players is still compatible, it could an interesting way out (since if I would change league I will face a lot of trouble, loss of money, loss of development).
I hope I've explained the idea.

I agree that a moratorium on league change penalties would be a good idea. Looking at the Spectate list reveals so many leagues with decimated numbers of managers. The remaining players need a way to merge with another league. There are two fair ways this could happen. 1. If a number of players could communicate with each other they could form a new league in which EVERY player has switched into that league. Then, because every player had suffered the same penalties, the league would at least start off fairly. 2. League penalties could be disabled for a short time (no more than 30 days) so that leagues could merge. There would undoubtedly be some abuses using the second method. And some unfair groupings of different level managers. But, those who thought their match ups were unfair would have some time to make another switch to a better suited league.
