New season car design points

In the past I'm sure my car design has always had roughly even stats across the board with the exception of more points in the strength area and fewer in the weakness. This season I my car is again even all the way across and lower in the weakness area but the strength area is the same level as all the others. Is this normal? I haven't changed my CD all season.
