I am curious how a new addition to the league has been able to sign a level 4 driver and other high level staff?

What is the maximum experience level of staff should a new person be able to sign at the outset since I seem to recall it is capped at the outset and raised as you gain XP?

At level 1 you can sign a level 3, depending on where his blue bar its "possible" to have a level 4 driver for the first race

PS.... by looking at the spider-graph his driver is crap anyway so I wouldnt worry much
