As everyone may have noticed, the Offices and Hospitality upgrades in Headquarters have no effects whatsoever for high-level managers. The effect of the upgrade, as you may know, is increasing minimum staff morale, which only works if managers decide not to hire more staff(s) from the transfer market since they started playing this game. Or else, managers would have to hire staffs regularly to keep up with the Kar... ehm, competition.
I have few alternatives for this:
Option one, change the effect of the Offices and Hospitality upgrade to be more rewarding, such as, "Increase staff morale by x points" with x in accordance to the building level. The effect should not exceed the game maximum of 20 (or is it really 20? I'm not sure about this, my apologies), for example, if the building is at level 8 and the staff's morale is rated at 15, then it would be still 20, in respect with the maximum.
Option two, make staffs "trainable", such as rewarding experience points for each stat depending on race results and accordingly, change the effect of the upgrade per option one.
I'm open for any more options.
