Hi. Just finished to develop technology headquarter but it is still at level 1. Can you please help?

Hi Gianluca, this is because the Technology facility is not a building that exists in your headquarters until it is available for construction at level 5. You have to build it first and when it is complete that makes it a level 1 building.
