I built the tech building, I got the message from the game "Facility complete
Construction of our new Technology facility is complete." but the building didn't really built.

Construction of our new Technology facility is complete." but the building didn't really built.


It isn't a bug, the technology facility was completed, however, that enables you to begin upgrading it by level. So at the moment it is essentially level 0, ready for upgrading to level 1.
