upgrade grey

Hello, bit of a noob here wondering why in the upgrade overview some of mij stats are turning grey. I am talking about the normally red boxes with the numbers stating the level of development for braking, acceleration, downforce etc . Some of them are turning grey. I suspect its due to the hight of the development? Does anyone know the mechanic/logic behind them greying out?

The design attributes (as well as driver and staff attributes) go from red, to grey, to green. These are easy to identify to indicate how developed a certain attribute is.
