I left the previous league at the end of season and joined new league when i started in the new league my car design were all 0, is that normal?

Sadly yes, this appears to be the norm. I'm surprised your DP are all zero, when it happened to me (Elite tier) I received 1 point in each attribute and another dozen to assign how I saw fit. Add to this the three points that suppliers provided and I ended up entering a competitive Elite league with only 23dp against a set of experienced managers who started the season with approx. 320 - 330. To say this was a challenge is something of an understatement. It's good fun trying to avoid relegation but not so much fun watching your hard earned reputation points disappear.
