Any Reserve Staff or Drivers you should fire them.
Look for Staff just as good with smaller wages. Once you have low cost people, add them to the shortlist & never renew their contracts, let it run out and re-hire them every 20 races, that will stop their wages from increasing. (STAFF ONLY Drivers you have to renew to keep the wages low)
Suppliers with lower costs might be an option too.
If you are always winning, then you should try looking for bigger payout sponsors. Less tokens equals more money in the primary sponsor list. On the secondary sponsors list look for a healthy income and bonus.
