So I just started a few hours ago.
I joined a group and signed up for a race, it's saying starts at 18:00 hours. That was an hour and almost a half ago.
What time zone is the game on or am I missing something?

"funny" you should draw attention to that league of all the leagues out there.
That being said, what time was it when you joined? Qualifications start 10 minutes before the race, so if it was after 17:50, you wouldn't be able to race.
I don't know if there is a minimum time before a race besides the 10 minute lockout for qualifying, so someone more knowledgeable may be able to better answer that
As for timezone it is based off GMT which you know doesn't follow daylight savings. The time you see is the local time on your device or computer.
