@Sandeep. Because there loopholes that experienced managers can exploit to get multiple teams at 10k. Once there they retire the team so it stays at 10k then shift their focus to another account and do it all again. In the old game the HoF was difficult to get to the top because it required a manager to have competed in enough races to level up to 18/19/20 and also win multiple Elite championships against other high level managers. Getting to a high level and winning enough championships to get close to the top took years of dedication and 10k rep was pretty much unachievable.
In this version, if you are a high level manager all you need to do is to open a new account and join a high rep league that is populated by high level managers. In the old game you used to get 40xp per race... period! In this version you get many more xp if there are high level managers in the league so a team can easily level up to L10 after one season.
You donate Talent 20 drivers from the YDA of your primary account (which is probably already 10k rep and then retired from competition to keep it at the top) and before you know it you have 10k rep points in your new team and because HoF is orderd by newest team at the top.....
There are now 21 10k teams and of these only 7 are active, the others have hit 10k then withdrawn from competition.
At least the account you have linked above is still active which means he/she must continue to win to remain there. It would be interesting to know how many people own those 21 10k teams. We already know that Joey, Kimi and Rachel are one person, Marcel has two accounts at 10k, Gary Collyer at least three, Boomer 2. So that's haff of the 10k teams shared between 4 people.
