Did Max deserve a penalty?

I wanted to raise a topic for future discussions in this slot, wasn't sure where to put it. OK, shouldn't have responded to the post questioning the need for a debate here. But, I reckon the penalty question is quite straightforward. If you follow precedent, and the book, yes it is a penalty. If you want racing, no it isn't. The rules need changing., or at least, clarifying. That seems to be the concensus amongst F 1 fans and I agree.

BTW, I wasn't aware you could actually be off topic in the section of the forum dedicated to offtopic threads.

Notoriously difficult to pull off in a written medium when communicating to strangers. You should see the flak I got for a sarcastic comment on an atheist forum.!
