I don't understand why they removed the tarmac.

I think it's because of two reasons - a lot of trees were destroyed in order to build the new track, so by letting nature take it's course the eco boys can be kept happy. Also, it would have cost a lot more to upkeep both tracks, and the circuit doesn't have that much income.
