So, if you did follow what Gustavo said and it was a completely dry qualifying and race, then you went Inters in all stints because it never activated the threshold to switch to Wets nor it started and then stopped raining to go to Soft after certain amount of laps. It's an extremely simple logic behind this mechanism and it works by checking the current water level and compare it to the marker you set and if the weather changed from rain to sunny.
So, let me give you real world example with the iGP equivalent in brackets:
On normal conditions, the F1 drivers
Have to stick to the tyres they managed to make Q2 in for the start of the race (Similar to happens to the tyre you chose in the main strategy). But, if it's raining for the race start, they
can change to Inters and Wets as they prefer.
Now let's suppose the FIA changes this rule and the
teams now need to send a letter with the the pre-determined condition to change to Inters or Wets, not both now (Similar to what we have with Advanced Options)! So, if you made it through Q2 on Soft (Main strategy) and it's now raining enough to trigger that condition you sent, then you will
have to do the formation lap on the tyre you chose from the letter (Qualifying tyre for changeable conditions), which might or might not be the best tyre for the condition as you made it some time before. But iGP is generous and let you pick between your Q2 tyre (Main strategy), Inters and Wets for the race start as it can rain heavier or completely stop really close to the race start (Up to 20s before the race start) as it can already have damaged your race strategy (Qualifying on sub-optimal tyre).
It's all similar to Hungary's pre race this season where the Haas cars changed from Inters to Soft as we can switch between the tyre from the main strategy, Inters and Wets in the game.
Now, about the tyre when it "stops raining" it's more straight forward as it will start to count the laps you did as soon as the sky cleared and will stop after the amount of laps you selected. The key phrase here is "stop raining", so if it never rained on qualifying or in the race it will never change to the tyre you selected here. Practice isn't taken into account because some leagues run few times a week and can have more possibilities of rain during the time between races and can be run as further away from the lock-down for Qualifying as soon as the last race finished.
