For design points no. It'd be basically adding a design point lottery doing the same as current research. The amount of the fine just decides if you can buy the entry stake in game or if it adds a separation of the teams able and willing to afford to buy the token to spy as often as the game allows from the 2nd class teams who can't.
Spying for information as JNS described sounds good. It'd might require even more to finally add a way to see more exact values for the leading attributes for research if using the apps, especially on mobile, but it won't be buying or winning a possibly race deciding must have.
