Well I am going to throw my 2 cents worth into the debate.
I think the simulation is correct and is making the correct choices- the problems are with 'what people think is snow'
It can be snowing and the road still be dry or take quite a while to get wet enough to make a difference. Depending on the type of snow, it might not be as wet as even light rain. It might snow and have no effect at all or there is a blizzard and everything is drenched. And that is just an example.
I do agree that snow should be treated as rain in the program and I leave it to the devs whether it is light or heavy.
And finally as Jack has pointed out (on numerous occasions) this will be sorted in the Q1 patch - annoying in the meanwhile, yes, but I can live with it.

Until youve done races in snow you arent going to have any data to go on (same for any race first time round). So its pots luck.
But you can look at other league races to see whats happened.
Having qualifying in snow last night at Turkey i went with inters as I had no knowledge as did everyone else bar one person who went for another option.
The difference was quite amazing in lap times.
So do your research and then you can go for an informed strategy.

Just went through a bugnuts crazy snow race in Spain. Here is what seemed to work:
Light snow = Inters
Snow storm = Wets
Tyre wear was negligible, about 1-2% a lap.
