Good to hear I'm not the only one whose aware of the driver ID numbers!

Every time I refer to a driver I haven't owned before, I call them their ID

LOL it's been a while since I've seen a driver whose never raced before and is already retired. The signing bonus must have been one hefty check........

What makes the best driver someone who is patient and kind to tyres?

I dont think you can really call any driver the "best driver" in this game. 

There are too many leauges, average drivers winning loads of titles because they are in poor or empty leagues etc.

True, much depends on the team a driver is in and in which league the team is.

Everyone has their preference though and sometimes a driver just gives you the right feeling. I'm very happy with my driver Adrian Michel for example as he's just very consistent in performance while being in a very competitive league, likely one of the highest ranking ones with reputation of 7754. Just the fact that you can rely on a driver to perform well makes him/her a good driver.

On the other hand it's also a bit down to chance. A few races ago for example the first 30 drivers qualified within 0,797 seconds. In such cases it can be terribly hard to judge a driver as the gaps are so small and just tenth of a second can set you back 5 or more places.
