Seriously don't get why people are voting no. It's an optional addition for people who want something besides league racing to do.
It’s just their opinion. Don’t worry it’s ok for people to have their own opinions on things.

Good idea. In my opinion, the best way to implement this - do it like in Porsche Unleashed.
The manager writes the history of his team, passing through the years and eras. He starts a new team, for example, in the 70s. With simpler cars than today. So far, there are only four elements of car upgrade (acceleration, downforce, handling, braking). With a matching set of Grand Prix tracks, 70s car styling, driver and mechanic liveries, uniforms and helmets.
Having gained the required number of experience points, the manager and his team are greeted by the 80s. New style of racing cars, new liveries, new Grand Prix tracks, more elements to improve the cars. Technologies are becoming more complex, rivals are much stronger.
Then manager and his team go to the 90s. New car styling, liveries, uniforms and helmets for drivers and mechanics. And new technologies, more opportunities to upgrade cars.
The manager scored enough points, the 90s are over. And, as in Porsche Unleashed, the modern era. The career mode is over, the manager has gained enough experience. Now he can use his experience on modern cars and on modern tracks. Plus, the obligatory function of returning to one of the player's favorite eras - the 70s, 80s or 90s.
This is very difficult to do. It takes years and years. Unfortunately, this is not possible today. But if the devs had succeeded, it would have turned out to be just an amazing strategy game. The best in this genre. Almost like World at War. With excursions into the history, an accurate display of the atmospheres of different eras, but about Grand Prix races.

All you have to do is to read Help&Support at the forum and ask questions in the league chat. This is the only way to get to the important details that matter. I don't know of any game that reveals their secrets via career mode.

I am thinking of something like a tutorial against iGP bots (obviously coded with MUUUUUUUCH more skill than an AFK player). You learn the dynamics of the game, how fueling vs no refueling races work, push levels, etc by playing non-real people BEFORE going out into the world of iGP and playing real people. Bot difficulty would be adjustable, much like in FIFA or F1 codies games.

That suggestion does look like a dream. The developers can’t even handle the existing game engine to make it work without bugs and it’s still unclear where the game goes because last updates make me feel to think it to be half dead. And you want to load them more to create a new career mode which is unlikely possible and needs it at the moment.

From IGP's point of view, I would do it. A better introduction would first attract and retain more new players. The better the introduction, the fewer questions will be asked by new players. The fewer questions, the fewer honest answers from other players, e.g. "What is the maximum level? Answer: 30" Question 2: How long does it take to reach 30? Answer: about 2 years.... Damn, so long.... That's hard for those at first. Some of them are already in the elite with level 9. And even though they're actively racing, they're lapped by someone with level 30....What a great feeling.
This gives me the idea that league leaders should set a level limit at which managers can move up to the next class.

I think this could work if replacing Rookie tier. Rookie tiers in 98% of leagues are completely dead and people lose interest because of it as they're racing no-one. By the time they get to Elite, they've learnt nothing and get smashed so also lose interest.
