just found this. i too am in support of custom engine supplier, and engine dev. brings another dimension to the game,
regarding livery, i would think that livery should be allowed to all, but subs would get the ability to design custom liveries.

In my opinion, non-subs should choose between a number of pre-made liveries and just change the colours) while subs may create an own livery from scratch.
I should consider contacting the game creators regarding that matter.
