Set a different "default push level" by stint

I'm probably the minority but, because of where I live my internet speed is to poor to attend the races. So I feel I miss out a lot on this. A simple option like stint would be nice. There would still be a huge advantage to attending. But I might give us few which struggle with poor internet speed a more competitive chance.

Wow, Ben, your internet speed must be truly dismal. Without live managing, it's nearly impossible to get a feel for the game.

To be fair its become very hard to actually attend nowadays (a combination of work and Web GL problems blocking attending anyway) so yes push by stint would be a good idea
