Can you find the notes, where the Chief Designer or Technical Engineer is explained to what exactly he / she does?
So why should we have it with the doctor and Commercial position?
Doctor doctors - Commercial commerces. Guess we have to find out ourselves asd always. ;-)

Technical director gives me race strategy. Chief designer controls my design process. So far I haven't seen my doctor or commercial people do anything but take my money.

In the mouse overlay description for the Doctor I noticed that it said he gives +1 to a random skill with training. I'm not seeing this happening with my drivers though. I took a screenshot of before and after of my drivers and there was no change. Is that part implemented?
What I'm seeing happen on training with the doctor is a 1% boost in health and +1 moral which is what he did before the update.

It adds a random stat to the doctor not driver. Youre welcome. :-)
