This is currently happening on my game also. On my phone it shows -8GMT but on my laptop it has suddenly changed to -9GMT.

Can you supply a screenshot of both the mobile timezone settings and laptop settings.
I'm guessing but by the sounds of it the mobile app might be missing the -3.30 timezone and causing issues when opening the account on computer. But if this is true then everyone in the minus section would all have the same issue.
