I'd target about 30 of each of the following as a bare minimum: common female first names, common male first names, common surnames. The lists would need to each be separate, and each needs to be comma-separated for the easiest import.

Once the names are in I can add that nation to the list of accepted ones and it will be able to generate youth drivers etc. from that point.
