I know they need to have at least 7 teams but is there a minimum placement within a league to be promoted?

Hi Robert, You can also check the in-game help. Click on the ? symbol at the bottom of the game menu and then scroll to section 1.3 (Competitions). It explains the promotion/relegation mechanism.
