What did you try to do?
New season. Active CD is strong in acceleration, previous CD who is non active and been bid upon is strong in cooling

What happened instead?
My new season car is weak in acceleration and strong in cooling as per out going CD who isnt active and is being sold??????

The research from the whole of your last season is responsible for the Attribute numbers of this new season you have just started, hence why your car's strength is cooling. The CD Acceleration will research all this season for next seasons car.

Pointless then as you reset when you join a new league. Why bother having it this way it is pointless,  hardly worth changing staff to take advantage of leveling up. 
If what you say is true and intentionally designed, it is moronic.

What Al says is true and it's not moronic, it's how the game works and how the game has always worked. See here... Start of season car design

For every race this season your active CD contributes towards your initial design for next season. So your CD for last season designed this season's car. Assuming the CD was the same level as your manager level last season then this would have been a fully developed design. Your problem wasn't the CD level it was the fact you had a CD whose strength was cooling... Not good.

If you'd have read the guides you would have realised that anyone joining a league during the break gets an initial design based on their current active CD and armed with this information plus a little creative thinking you could have worked out what to do. It's a bit late now seeing as you are two thirds of the way through the season but on the plus side, next season's car should be fine.

Finally, as this is not a bug I will set it to Resolved and move it to the "Help & Support" section.
