Not all team completed the Qualifying session

What did you try to do?
I host an offline league, tonight was the GP Brasil. 10 teams of 13 setup the races and wait for the qualifications.

What happened instead?
Only 5 teams do the qualifications, as you can see https://igpmanager.com/app/d=result&id=27881456&tab=qualifying
3 of them were the teams that not do the setup
