Hello Ben,
The support team have the ability to do relegations.

they said a while back they would not do anymore promotions or relegations.

Hello,
The Support team are still accepting relegation requests, but promotion requests will be denied except in exceptional circumstances. 
Discontinuing Manual Promotion
