I have two long standing rookie players, however we struggle to gain rookie as they don't stay active. Could the two rookie be pushed up into pro please to join the rest of the active players.

Hello,
As of 18th April 2020, the support team no longer promote managees manually. For the 2 managers in your league, a workaround could be for them to join another league, get promoted, and then rejoin your league. For more information on this, please click here.

I wouldn't want to do that as personally find that bad league adercate. I guess I just have to have 8 filler accounts in rookie to help any active players go up. Pro and Elite are very active just rookie

Hello,
Adding multiple placeholders would have been my next tip for you. Having placeholder accounts is good because it means you can 're-use' them to re-activate promotion again in the future if necessary.
