Question for the Devs:

Is there a formula for determining beginning car development points at the start of each season?

What variables does it take into account when allotting development points?

Yes, there is a formula.

Number of races on the previous season = N

In Elite:
With a 5* CD you will get:
Strength: N*3
Neutral: N*2
Weakness: N*1

With a 4.5* CD you will get:
Strength: (N*3)-2
Neutral: (N*2)-1
Weakness: (N*1)-1

In Pro:
With a 5* CD you will get:
Strength: N*1.5
Neutral: N*1
Weakness: N*0.5

With a 4.5* CD you will get:
Strength: (N*1.5)-1
Neutral: (N*1)-1
Weakness: (N*0.5)-1


I don't know the values for Rookie, but it might follow the same pattern.
You also need to use the same CD all season to get those values!

For other star ratings you will need to check Kevin's table (here) on it and work out the proportions and values, but it will damage your research power.

You don't need to use the CD for the whole seaosn to get the values, just have to have him on the roster for the whole season

What does it mean „just have to have him on the roster“?

And what if you have 2 CD’s? Does it affect the points?

It is not enough to have a CD in your team as a "reserve" they will only generate next season design points for the races where they are active. 

Two CDs will affect next season starting design but only if they are both made active during the season. If one of them just sits there as a reserve for an entire season then the next season design will be as if you only have one CD.
