What did you try to do?
I shortlisted Alfonso Davi yesterday. I was going to buy Davi today, or at least see how much he would have costed. https://igpmanager.com/app/d=driver&id=11464199&tab=attributes


What happened instead?
The contract screen has a lock symbol and nothing else appears. But it says he isn't on a team. Why can't I buy him?

This is not a bug.
As explained in release notes from July 2021 :

Free-agent Drivers and Staff can no longer be bought outside of an Auction. The exception to the rule is if a driver or staff member has ever been in your team before, then you may re-sign them. The capability to sign any free agent was being abused via browser scripts that scan all possible URLs, hoarding the best drivers and staff, with the aim of preventing other managers from accessing them. Such antics are no longer possible.

So is it not possible to ever buy him? Will he go back up for auction?

It is impossible to predict if the driver will go back up for auction.
My advice is to not wait for this driver and to pick up a Talent 20 driver instead.

I'm only level 11. The most I've ever seen is 16.

The higher the academy level, the higher the chances of T20 drivers. When your academy will be level 14 you will see them more often but this doesn't mean that you cannot find one now.

I was talking about the transfer market. I'm currently upgrading my academy as I type this.
