What were the water levels during those laps? Between game testers and mods it was discovered that with the new API there's a new light rain, along with its own setup, that can take several laps to build any water at all and since the advanced setup option 1 is >0.00mm it needs some water to trigger. So it could be that.
However, even though AS1 was in the past the predictable option it's possible the new API broke it in some ways, but to narrow it down a detailed description of events, lap rain starts, type of rain and development of water levels (best a video) along with the link, or ID, of the race is needed.

Hi Frank, it started to rain on lap 11, the water reached 0.1 on lap 12, 13/14/15 laps it was above 0.1 as you can see all the cars pitted as set in the strategy, no cars it stopped as soon as it started to rain at or above 0.1!!!!! Is it possible that the same mixture in the various stints could influence?

Advanced Strategy in a nutshell
This is the pertinent bit:
2) advanced 1 strategy after race start
- it decides which kind of tyre you will wear at next pit stop if water reaches decided level (it works only if advanced strategy are ACTIVATED)
-it decides which kind of tyre you will wear as begins to rain (it works only if advanced stategy is DEACTIVATED or you do not make strategy )
