Hi all. I'm looking for a CD wit 5 red stars lev 12 or 13 with one of the four main in  strength.

Based on your current level, the highest level staff you'd be able to hire are level 12s.  You can't hire staff or drives that are higher than your current level.  Although it is possible to train your driver to be higher than your current level, though this is usually only something that happens with newer managers.
